To Ευρωπαϊκό Κέντρο Αριστείας Jean Monnet  του Πανεπιστημίου Αθηνών διοργανώνει εκπαιδευτικό σεμινάριο με τηλεκπαίδευση και αντικείμενο την Διαχείριση των Εξωτερικών Συνόρων της ΕΕ στον Έβρο, στο Αιγαίο και την Ανατολική Μεσόγειο, το οποίο θα διεξαχθεί εξ αποστάσεως και απευθύνεται σε φοιτητές, πτυχιούχους και ερευνητές ΑΕΙ, σε στελέχη των Ενόπλων Δυνάμεων και των Σωμάτων Ασφαλείας, σε σπουδαστές των σχετικών παραγωγικών Σχολών, σε νομικούς, σε χειριστές θεμάτων μετανάστευσης καθώς και σε εκπροσώπους περιφερειακών ή τοπικών αρχών, ΜΚΟ και την Κοινωνία των Πολιτών και κάθε άλλο ενδιαφερόμενο. Για το εν λόγω σεμινάριο θα διατεθούν 25 υποτροφίες δωρεάν συμμετοχής, οι οποίες απευθύνονται σε στελέχη του Ελληνικού Δημοσίου (κατόπιν υποδείξεως από τις σχετικές υπηρεσίες), κατά προτεραιότητα με άμεση επιχειρησιακή εμπλοκή σε θέματα διαχείρισης και φύλαξης εξωτερικών συνόρων, μετανάστευσης, ασύλου και συναφών δράσεων. Το εκπαιδευτικό σεμινάριο πραγματοποιείται στο πλαίσιο του προγράμματος «Ευρωπαϊκή Διακυβέρνηση της Μετανάστευσης: Οι Εξωτερικές Διαστάσεις» και αποτελεί το δεύτερο της σειράς τριών εκπαιδευτικών σεμιναρίων που διεξάγονται κατά το ακαδ. έτος 2022-23(προηγήθηκε το σεμινάριο με θέμα “Δίκαιο Ασύλου και Προσφύγων: Σύγχρονες Ευρωπαϊκές Εξελίξεις” (Απρίλιος- Μάιος 2022) και έπεται το σεμινάριο με θέμα “Η Ευρωπαϊκή Διαχείριση του Μεταναστευτικού στην Ανατολική Μεσόγειο: Η ΕΕ, η Τουρκία και η Ελλάδα”. Επιστημονικός Υπεύθυνος του Έργου είναι ο Καθηγητής Γιάννης Βαληνάκης, Πρόεδρος του Ευρωπαϊκού Κέντρου Αριστείας Jean Monnetτου Πανεπιστημίου Αθηνών. Συντονιστής του κύκλου των σεμιναρίων και για το ακαδ. έτος 2022-23 είναι ο Επίκ. Καθηγητής Ιωάννης Στριμπής. Οι διαλέξεις του σεμιναρίου θα λαμβάνουν χώρα Δευτέρα ή Πέμπτη από 16.00 έως 19.00 από 02 Ιουνίου έως 23 Ιουνίου 2022. Η συμμετοχή είναι προαιρετική στο εργαστήριο ερευνητών που  θα πραγματοποιηθεί την Πέμπτη 30 Ιουνίου 2022, σύμφωνα με το πρόγραμμα που ακολουθεί και στο τεστ για την απόκτηση Πιστοποιητικού από το ΚΕ.ΔΙ.ΒΙ.Μ. που θα πραγματοποιηθεί Δευτέρα 27 Ιουνίου 2022 απογευματινή ώρα.

Τι προσφέρει το εκπαιδευτικό σεμινάριο:

Το σεμινάριο -που περιλαμβάνει 5 θεματικές ενότητες και δύο εργαστήρια ερευνητών- εστιάζει στη διαχείριση των εξωτερικών συνόρων της Ελλάδος καθώς και της Ευρωπαϊκής Ένωσης στην Ανατολική Μεσόγειο, στο Αιγαίο και στον Έβρο. Στόχος είναι με τη βοήθεια έμπειρων πανεπιστημιακών και εμπειρογνωμόνων να αναδειχθούν τρόποι για την όσο το δυνατόν μεγαλύτερη ταύτιση των ελληνικών συνόρων και ορίων με τα αντίστοιχα ευρωπαϊκά και να αναδειχθούν τα διαθέσιμα εργαλεία για την αντιμετώπιση από την ΕΕ αλλά και από τη χώρα μας, καθώς και από άλλους διεθνείς δρώντες με ενδιαφέρον στην περιοχή της Ανατολικής Μεσογείου των κάθε είδους εξωτερικών προκλήσεων, απειλών και παραβιάσεων. Ειδικότερα, το σεμινάριο περιλαμβάνει παρουσίαση της ειδικής προβληματικής για τα σύνορα (χερσαία, θαλάσσια και εναέρια) καθώς και ασφάλειας στα εξωτερικά σύνορα της ΕΕ στον Έβρο, το Αιγαίο και την Ανατολική Μεσόγειο. Ακολούθως, θα μελετηθούν οι τομείς χωρικής εφαρμογής πολιτικών της ΕΕ που σχετίζονται με την διαχείριση των εξωτερικών συνόρων των κρατών μελών ΕΕ και θα εξετασθεί ο ρόλος της Ευρωπαϊκής Συνοριοφυλακής και Ακτοφυλακής στην διαχείριση και προστασία των εξωτερικών συνόρων της ΕΕ, με έμφαση στον Έβρο και το Αιγαίο κατά τις κρίσεις του 2020. Ιδιαίτερη έμφαση θα δοθεί, ενόψει και των προσφάτων και τρεχουσών εξελίξεων στην ευρύτερη περιοχή της Ανατολικής Μεσογείου, στην ανάδειξη των προκλήσεων, απειλών (περιλαμβανομένης της απειλής χρήσης βίας) και παραβιάσεων έναντι των εξωτερικών ευρωπαϊκών συνόρων στο Αιγαίο, στον Έβρο και την Ανατολική Μεσόγειο.
  • Οι συμμετέχοντες που θα παρακολουθήσουν όλες τις θεματικές ενότητες του σεμιναρίου θα λάβουν Βεβαίωση Συμμετοχής.
  • Οι συμμετέχοντες που 1ον έχουν παρακολουθήσει όλες τις θεματικές ενότητες του σεμιναρίου και 2ον επιτύχουν σε τεστ πολλαπλών επιλογών μετά το τέλος του προγράμματος (Δευτέρα 27/6), θα λάβουν Πιστοποιητικό Επιμόρφωσης «Η Διαχείριση των Εξωτερικών Συνόρων της ΕΕ στην Ανατ.
